Client was a Navy Officer made to show cause for retention in the Naval Service as a result of substantiated misconduct. Client traveled OCONUS without authorization, and PERS decided this was a level of misconduct sufficient to initiate separation proceedings. Steph’s representation resulted in Client being retained and promoted.
